Dr. Morgentaler wrote to the New Brunswick Minister of Health, Charles G. Gallagher, to propose a pilot project to open a Medicare funded abortion clinic in a location of the government’s choosing.  The letter outlines various benefits of clinic abortions and asks the government to consider being innovative rather than hiding behind convention. Dr. Morgentaler suggested that if he used Section 251 of the Canadian Criminal Code, Minister Gallagher could declare a freestanding clinic to be a hospital. Dr. Morgentaler provided copies of this letter to the Globe and Mail, the Canadian Press, and the Daily Gleaner.
